Now that's a little different from Dragon Ball, since Dragon Ball finished back in 1995, Super is just a revival series, but he wrote it, at least the beginning arcs, then Toyotaro started implementing his own ideas. Now it's gonna be completely Toyotaro's but Toriyama chose him as his successor, that was the point of him mentoring him.

I agree seeing as Saiyans are interconnected lore wise with Apes, it would make sense for them to Slowly learn to incorporate that uncontrollable Ape power as they become more wise, experienced & Powerful. And SS4 does that, aesthetically too.
The whole, oh look it's still a normal looking saiyan with hair color change, is so mundane.
SS3 hair changes and So does SS4 but then all of a sudden they stop to changes? meh..
