Everyone talking about that the developer made a bad decision when they didn't put Pikkon in and I agree but nobody is talking about that we didn't got C21.

Wasn't 21 a character created specifically for the fighterz game?

They might not have the licensing rights or whatever to add her to this game.

Unfortunately I don't think they plan to use the hot robot mommy outside of fighterZ. (good she ruined fighterz)
