i think it's actually around the same window as perfect parry in sf6, which people pull off all the time.
The game states you can super counter mid combo to turn the tables, okay, what defines mid ♥♥♥♥♥♥♥ combo? The startup of a combo? after you get flung?
Doing the inputs expecting the attack only works sometimes, example being you can super counter training piccolos startup but only sometimes, it's not a skill to learn, it's a get lucky to have the input be registered motion and that makes fighting feel awful.
imo it doesn't appear to be frame perfect. depending on the character you're up against, you seem to be given a few frames in which you can super counter.
for instance, i can consistently super counter ssj2 goku in training to the point where he doesn't get more than a few hits in. whereas against majin buu i will be very lucky if i manage to stop his combo late.
majin buu is a much slower "tanky" character so it may have something to do with where slower/tanky characters require much more accurate timings to super counter (otherwise it would be extremely easy).
