Its an Unreal Engine game and the parameters used in your video apply to any game on the engine.
Changing certain settings will break your multiplayer too, every match will quit immediately with a connection error
It is not possible because many sites and people have stated that the game only runs in borderless fullscreen, and even sites like PC Gaming Wiki have stated this.
The parameters provided unfortunately do not apply to all Unreal games. Games like Gears 5 and Black Myth Wukong do not support exclusive fullscreen even when changing parameters in the files. There are more Unreal games that do not support them, but I can't remember right now. If I remember I will mention them here.
Regarding the disconnection issue, I don't think you will have this problem when trying to run the game in exclusive fullscreen. You will experience this if you unlock the framerate. I recommend that you test exclusive fullscreen in dx11.
