It is designed i think for fun fight where u wanna balance some 2 SLOT characters such as weak ones.. Id rather train without even anyways..
In online play you can give your characters capsules but have the option to play with or without them (i highly prefer without). You can still use them when playing custom games against AI but yeah its not possible to use them in storymode.
you can try my custom battle 4-085-225-838 and see what i mean for myself the AI has capsules on that give them more HP, damage, increased defense.
The character you play has capsules too but these are utility ones, faster ki charge, cheaper skills/blast skills, sparking mode lasts longer, increased ki from rush chain attacks etc
In Story Mode, capsules are actually on for specific battles. you don’t have the option to choose them; they’re automatically applied by the developers and hidden from the player

You could use it in
-offline PVE, but you need to press LB during map selection and turn on the ability item first.
-all offline tournament allowed it too, with exception of Yamcha games, since whether ability item could be used or not are random. Created tournament too, as long the Customization option are On.
