It seemed like Gohan would be the one to take after Goku and would be the next strongest character based off what happened during the Cell saga, and with how they focused on him in the beginning of the Buu saga, but they immediately switched back to bringing Goku back. SSJ3 and Vegito completely overshadowed everything, and DBS did it once again with UI.
There's a huge chance Piccolo had an upper-hand in strength during the very beginning of DBZ, and Vegeta surpassed Goku's level at some point based on his intense training, but it's never shown. This is the reason why he's automatically assumed to be the strongest

First of all, most saiyans were already stronger than all of Friezas henchmen because of Oozaru, secondly the only reason Goku is as strong as he is is because of training, not his biology. If Bardock went Super Saiyan against Frieza in their fight, for instance, he still would have lost. If Goku never trained with King Kai, then his Super Saiyan form never would have been strong enough to beat Frieza either.
Completely untrue. Most Saiyans don't even train, and yet were still among the most powerful in the Frieza force on pure genetics alone. For example, notice how every member of the Ginyu Force is a different species? The implication here is most Alien races produce only a few truly powerful people. Meanwhile if you take Vegeta, Nappa, and Raditz, multiply their PL by 10x (Oozaru), all of the sudden you have three people of the same race that can rival the Ginyu Force. Yes, even Raditz would have a power level of 15,000 putting him close to Guldos level (11k-19k)

Notice how he doesn't hate his father despite the abuse he endured, how he stood up for Cheelai, and how he was naive enough to trust Frieza's word at face value. He's like a child. It's night and day compared to how Vegeta was in the Saiyan Saga. Also, if it wasn't obvious enough, he's literally a mutant.
You're right that Frieza had probable cause to kill them all though, but it has little to do with Zenkais and more to do with how innately powerful, plentiful, and disobedient they were.
