I am not sure about Story but I can imagine they put a story in the game to relive the fights and learn how to fight. It has to start from somewhere as a tutorial.
To your last question. I would always wait a couple days after release before blindly buying and being sad because this is the current state of games in these days. Wait a couple days, watch some fights on youtube and watch the reviews but always read negative reviews because some people jump on hype trains or don't are experienced gamer to really understand If a game is good or not.

Considering this is supposed to be BT3's successor and the next (and possibly last) chapter of the Sparking saga, I think the chances of it being great ain't too low.
I hate personally English voices. Japanese is how it meant to be in my opinion.
When I see Youtube videos of Goku with English voice actors my hairs can't handle it haha.
But if you do like it I'm happy for you.
The only problem with these games is the community is very small. So on day one a lot of people play it and soon in a month you can't play PvP that much not much players. But we shall see.
