First of all, give up completely on teen goku, then androids and buu are the same character in BT3, so its still gonna be the same most likely.
For the others I kind of agree, expect late super is just gonna me UI as base form with MUI as transformation or even only MUI without sign
Kid was in BT3 so he'll come back as dlc probably, same for GT.
Daima was already announced as DLC so its in too.
Also was the halo a skin or one of the Pothara thingies?
The halo was the item that had a nice visual effect on Goku and Vegeta but mainly halved ki usage for super moves

How in tenkaichi 3 you can transform midgame too
In budokai you have some "slots" where you put items that "modify" your character with capsules.
There are capsules for attack moves like the "kamehameha" capsule (may have guessed it but yeah, unless you equip those capsules you can't even use those attacks, a perfectly clean character can only use basic attacks without any form of special moves), the ones for ultimate attacks, some consumables and also TRANSFORMATIONS.
In budokai there is only 1 goku and depending on the equipped capsule he can transform or not.
In BT its different, there are still customizable items, but those mainly have secondary effects.
The character himself already has all moves and transformations, and according to which version you pick of the same character, you will have different transformations avaible.
