If this was still 2010 it wouldn’t be a downside, but bulking up the roster with waste is just less work they’re going to put into the actual characters. Gaming is not the same love-letter to franchises that it used to be.
Between greed, laziness, and ♥♥♥♥ like DLC… I’ll stick to my original claim.
I'm not saying this game should have BT3's roister either, it's just a question of copy movesets being fine if you can easily bulk the roster up, so long as the moveset variety is good to begin with. I'm just saying that if RB2 had the same moveset variety but doubled the roster it would keep its variety, but people will still ♥♥♥♥♥ and moan over the lack of variety because copy characters exist to begin with.
And yes, cut Devilman, cut the Freeza henchmen, cut the anime filler arc characters, cut all of GT and others by all means. For BT3 they could reuse a ton of content from BT2, so this game obviously isn't in the same position.
If this was 2010 bulking up the roster with "waste" also meant time not spent on other things. Not sure why you think 13 years going by would change how reality, time and budgets work.
As for love letters, shovelware based on franchises has been around as long as franchises have been made into video games, ET being the most infamous example. If we're talking Dragon Ball, Super Butouden 2 and 3 were crappy, unoriginal fighting games with mediocre sprites, minimal animation, and no redeeming qualities whatsoever. Gaming was never some sort of wonderland where franchises blossomed, some franchises have just been lucky enough to have rights holders that actually care about what it's used for.
Factoring in greed and laziness, having RB2's moveset variety shouldn't be considered a valid option either, so I don't see the point of that.

There was obviously duds in every gaming franchise and you know what I meant by my statement. There is no need to be so literal for the sake of trying to argue pointless semantics, we’re better than that.
There are double, maybe even triple the amount of undedicated, unmotivated cashgrabs in 2023 in comparison to 10-15 years ago for every gaming franchise.

Does he though? I feel Dabura is present more than he isn’t. Other than Fighterz, games that exclude the Buu Saga entirely (Burst Limit), and Xenoverse1… I can’t think of a game where he wasn’t available.
Edit: Maybe Raging Blast 1 because I haven’t replayed it since Raging Blast 2 came out and I don’t remember it.
He wasn't in Ultimate Tenkaichi, which made the Buu saga very bizarre in that since most of the fights in that were just described in text. He also wasn't in Xenoverse 2 until they added a story update like a year after release. And no he wasn't in Raging Blast 1, because they advertised him as a new character for 2. He's had a lot of absences in games since the PS3/Xbox 360 era began.
Could’ve sworn he was in Ultimate Tenkaichi, but oh well. I find it a little strange Janemba made it and Dabura didn’t.
For a pre-Super game it had one of the most baffling roster line ups in the series. It didn't have Dabura, or Guldo. It also didn't have Cooler or Baby in spite of having giant boss fight versions of those characters. The GT section of the game literally skipped straight to SS4 Gogeta vs Omega Shenron while not having any other Super Saiyan 4 characters.
I heard people say the same types of things you do now back in 2010 as well. Gaming was in the worst state ever, not like it was in the late 90s.
The 90s, where Nintendo's first go at Pokemon Stadium only had 40 playable monsters, with the rest intended to be released on a separate disk for the 64DD - forcing you to buy both an add-on system and a second set of hardware if you wanted the majority of the roster. Yeah, companies weren't greedy or lazy back then.

Even when we pray about it, that's not going to happen DLC are here to stay, it's bandai and we know that. But one of the main characteristics of the TENKAICHIS budokai are the giga size of the roster, here are my characters:
