Bad news tho, the devs seem adamantly against it, and some of the last handful of surviving players are too.
The game is not dead and we do not need PVE, it's simply not necessary or required in any way, shape, or form. As stated in this post from [SIG]Hermes PVE only content is not happening at this time.

As I've said before simply lowering the matchmaker crew/player minimums or modifying how the matchmaker functions slightly will allow people to play, no need to waste a lot of time and resources on adding an unnecessary game mode that almost no one actually wants...
As much as I love the aesthetics of the game, if I can't play, even for a quick run, then I don't know why I have the game installed. I would really love to just have some maps to run around in and fight bots, even for like, bare minimum loot.
The game has double digit player count, rarely going into triple digit concurrent players. Peak is over 14k players concurrent. It is 1000% a dead game and is in desperate need of new content.
The matchmaking issues due to low concurrent counts is something that we all hope the team addresses as soon as they can.
US east and west, and EU are the most populated most of the time and unless you're playing during the daily lull (which you are doing if you're trying to play right now) you should have no problem getting matches in those regions most of the time. Hopefully the next update will address this with some matchmaker tweaks.
Stick to normal mode if the player counts are lower. Raider mode is far less popular and less likely to start. You can check player counts and the hours when the counts are highest and lowest here: https://steamdb.info/app/1789480/charts/
If you queue a few times in a row and time out each time then reboot the game and try one or two more times. I suggest this because on another thread someone made a claim they couldn't get in a game for about 40 minutes on US west last night. I queued on US west a few minutes after they posted that complaint and I got in a match in only 2 seconds, basically an instant match start. My next match on US west a bit later took longer to start but it started at around the 4 minute mark. I didn't have to re-queue at all and matches kept starting in a reasonable amount of time. I suspect this person may have simply needed to reboot.
Other things to try if you can't get into matches during peak play times:
If you're using a VPN try playing without it.
Try flushing your DNS cache.
Try power cycling your modem/router (shut off and unplug for 1 min, plug in and turn back on).
Make sure your anti-virus and firewall allow raidgame.exe (Marauders) through.
Do not use Kaspersky anti-virus while playing this game as it is known to cause issues.

New content needed? It's coming. Be patient.
Development is ongoing, servers are online, people are playing right now. A very low concurrent player count is obviously not a good thing, but it does not mean the game is "dead."
But we don’t have a solid date when there’ll be an update.

With my work schedule, I can't only play when the playercount is favorable. Either way, I don't feel like I'm being unreasonable to say I only want to play when I want to play.
As a casual player who would really like to jump in and out of games as I please, maybe this just isn't the game for me right now.
Even if it's not planned in the future, playing against bots would still remedy this for me.
Yep, totally understand that and that is perfectly reasonable. I think most people would rather get into matches with few, or no, other players than not be able to play at all. Changing the matchmaker parameters so people can get into games regardless of player count would solve this problem and hopefully they will address this when the next update happens.
One thing to also keep in mind is that despite being told that PVE only modes aren't planned and aren't happening right now PVE only options are not completely off the table. They could end up happening at some point, and if they ever do it will most likely be long after the game hits version 1.0.
