Yes, people are still playing the game and were playing when you made your post and are playing as I make mine.
No. Player counts are low but the game isn't dead. Development is ongoing, servers are online, people are playing.
Here's a relevant post from a community staff member that works for the developers:.

Disregard the truth that the game isn't dead? How about no.
See, the term "dead game" gets tossed around an awful lot but what most people actually mean when they say that is that the concurrent player counts are low. I've said it before and I'll say it again, the game is not dead because:
1. The game is in still in development (confirmed by the community and Q&A staff).
2. The servers are still online (confirmed in game, all server regions are still active).
3. Despite the low concurrent numbers there are people playing the game (confirmed by the Steam DB and Steam Charts websites, and by playing the game).
When those three things all cease to be true then you can call the game dead, but not before.
Marauders could still end up being really big. It sold about 750% more copies than the team expected it to sell (80k expected versus over 600k actual) and certainly has the potential to sell well once it's finished and they actually do any kind of marketing push for the game. Small team, time required, be patient. They're still putting in hours.
But Sale numbers =/= player base numbers. As we can see with the abysmal player count.
Argue semantics all you want.
The game is not in a healthy state until we start seeing a shift somewhere in the game's development cycle.
Yes, I agree that the number of units sold are not equivalent to the current player base, but the concurrent hourly player count is not the current player base either. Some folks point to it and claim it is, but it's not. It's simply the count of online players at a given point in time and nothing more than that.
The sales numbers are, however, a representation of the potential player base. We all know we aren't going to see all 600k+ players come back when version 1.0 launches, or when the next update happens, but we will see some of them come back. We can't predict how many will return, but there will be some. I mean, plenty of players will tell you that they're waiting for 1.0 before playing again because they don't want to deal with progress wipes, and plenty more are waiting on updates for bug fixes, more content, etc.
A shift? Active development of Marauders is occurring right now. Changes, or shifts if you prefer to call them that, are coming and all we need to do is be patient and wait.
Yes, Photep, players are still playing this game, and the most active servers are USA East, USA West, and EU Central. Players on East and West usually play from evening to early morning, and I think it's the same time for EU players.
*sigh*
I really hope this worthless trend of people posting "It's a dead game." on various Steam forums will fizzle out soon. It's been old and tiresome for a few years now, it's not trendy or cool anymore, and people are sick of seeing it.
Bud, just scroll up and read post #8. It explains the reality of the situation very clearly.
When you're done then read this:

Um... what are you on about? Hackers didn't do anything, bud.
