It's not "only" 30 USD for people who live in countries with a struggling economy, and this goes way beyond simply being able to afford the game. I can easily afford to buy the game even at the ridiculous price the devs set for Brazil, but that doesn't mean many more in my region would, and that means the local south american server will be quite lacking in number of players, which does affect the experience.
Moreover, it's not like the devs are charging 30 USD worldwide. They have enabled regional pricing for several countries and they went as far as granting 66% discount to a country like Argentina, but for some illogical reason they left Brazil out despite the country having the overwhelmingly majority of users on Steam.

Not in Argentina. It costs around 8-9 US, when with "Regional pricing" it's around 1-5 US.
