It doesn't seem to have a cap or at least not one reachable by normal means. The skill levels reset on the start of a new playthrough.

What combined skills do they need to have?The restaurant not take so long to clean.Because apparently, the manager always doesn't.

There are different caps you need to hit on the cleaning for it to take less time. I'm currently at 39/10 for combined cleaning each day and it's being done as quick as it possibly can with that. Sorry, I don't know exact caps on cleaning levels.
