Steam dock Icon (steam.exe) opens a separate window and creates a separate icon (Steam Client WebHelper)

I have the steam.exe file pinned to the dock.
Whenever I open it, it opens a different window and a new steam icon appears on the dock - Steam Client WebHelper.
This just happened recently, and reinstalling Steam+MyDockFinder didn't fix the issue.

Did anyone else experience this before, and has a way to fix it?
