Please allow custom max FPS

[Bug]

I want to set the game's max FPS to 60 FPS on my OLED Steam Deck without using vsync or the Deck's framerate limiter, both of which add input lag which is bad for a shooter that requires precision.

However, the game will only give me 90, 45 and 30 as max FPS options because of the OLED Deck's 90Hz display, even if I set the refresh rate to 60Hz before launching.

Please change the max FPS setting to a slider or a textbox that allows us to set our own number.
