Fire flower
I need 5 fire flowers to make the blue potion, but can't find any. Where do you get them? If they're the red flowers you can pick with the sickle, then I've picked all of them. Nothing is re-spawning like the other games did.

You can buy fire flowers from the herbalist in the city.

They are blue flowers & you may have one in your inventory, but the rest you buy from the herbalist in the city market
