Jacket for the new pirate captain

So I have a feeling it's the reward from the tailor, but I can't get any of the materials I need for that quest, the heck do I do?

So if it's not a reward from the tailor's quest, where do I get it from?

Also the tailor's components I take it I can't get at this stage? The farmer doesn't let me interact with his stuff anymore.

You have to buy the goods for the tailor from the farmer, click on buy goods. I had to sell a lot of things and then spend nearly all my money but you do get a good reward as well as the jacket

If you finished all of the Farmer's 'chores' should have ample money to purchase what you'll need. Suggest trip to Smuggler's Island first though, so you can discover some helpful things. ;)
