PS: I am concerned if Trainz plus will actually work if you purchase it via the steam platform (even though I do recommend purchasing trainz games from steam) but I hope it really does work
So, from experience, you cannot purchase dlc that isn't available for purchase. You can only gain access to the content via Trainz Plus. You also need to have a MyTrainz account AND can only download content from the in-game content store in the purchased tab.
Certain dlc, primarily the BR HST, Budd RDC-1, and Amtrak Superliners packs, are not available for purchase. The Superliners pack can't be purchased because supposedly, there are issues with the superliners that are still being worked on. The Budd RDC-1 is still being tested, so it won't see official release for some time. As for the HST and any other dlc content that can only be accessed via Trainz Plus subscription and not actually purchased, I don't know.
As for the Superliners pack, it's a Preview Pass item, so you'll have to look for it in the list of your purchased content and subscription content you have access to via Trainz Plus. I forgot what the dlc pack was called in the content manager, so again you'll have to find it in the purchased tab.
If you have Trainz Plus through Steam, I can't really help you with that since I've only ever used the Steam version of Trainz Plus once and didn't really play around with it that much.
