Slave Trader's Mission Problem
I'm doing the 3rd mission for the purser of the 'slave trader' quest line, where the task is to find out at Willemstad where the 1000 souls disappeared and "rescue" them. Here is the problem, it's impossible to complete the mission because of empty tavern in the largest city on the archipelago!! WTH?! Seriously, there are only 2-3 NPCs in the entire tavern, 5 w/ officers, which are a gambler, smuggler, and gambler again (sometimes 1 dude sitting on the floor who is no help either). Personally, I think it is a design flow to have such a roomy location and don't fill it w/ NPCs, the smaller taverns have more people in it than the large ones. Ridiculous... anyway, does anybody have some ideas what to do? I tried waiting till midnight in game, not working; reloaded the save multiple times, not working; talked to folks on the shore, not working. My steps in proceeding the mission as follows: talk to the barman, then to the harbor master, then to the folks in the tavern (here's point where I'm stuck).

One of the random guys at a table will want to drink with you, just save outside the tavern and pass a day to check if there's any drinkers, then reload.

If that would be that simple I would not post on here. No matter how many days passed, and reloads made, the game does not give me the option to continue the conversation with the drunks. It all stops after the rhyme. Have you completed the entire quest line of Slave Trader in SandBox? Because I began to think the devs restricted on purpose. I did not have such problem in TEHO, I could talk to the anyone right away w/o the need to wait for days.

I did it in sandbox last month, it worked fine for me.
Apparently, getting a room for one night in the tavern solves the issue. I'd suggest to save before leaving the room.

The NPC's in the tavern are generated randomly the first time you enter the building and will stay the same until 00:00 AM.
It's a good practice to save before you enter tavern so you can reload if the NPC's are not the ones you need. The issue you are describing can also be applied to other quests - like finding church robbers for example. In that quest you also will need to get a drunkard to get you the rumor instead of random "poetry".

I'm very well aware of a good practice of saving before entering the tavern to prevent certain events, or to create 1 on purpose...I have become a save-scuming scumbag playing these series of games lol
This time was just plain odd, the game didn't spawn the needed NPC during the same time cycle. Only after 00:00 and ONLY by staying a night at the tavern worked. I tried to rest outside, and even went on the global map to pass a day, none of it resolved the issue.
How about this same quest but the next step? Told me to search coves around "Havana" and I have been checking coves and sneaking into settlements for information 5 or 6 save reloads over. Wondering if there is something else I have to do first...?
What? What part of the quest is that?
