It's a good practice to save before you enter tavern so you can reload if the NPC's are not the ones you need. The issue you are describing can also be applied to other quests - like finding church robbers for example. In that quest you also will need to get a drunkard to get you the rumor instead of random "poetry".
I'm very well aware of a good practice of saving before entering the tavern to prevent certain events, or to create 1 on purpose...I have become a save-scuming scumbag playing these series of games lol
This time was just plain odd, the game didn't spawn the needed NPC during the same time cycle. Only after 00:00 and ONLY by staying a night at the tavern worked. I tried to rest outside, and even went on the global map to pass a day, none of it resolved the issue.
