The lab in the Makeshift Camp? You get the entrance keycard from the Barman. The lab is in the grey area on the map with the electro anomalies. Inside, once you're in the room with the infestation, there's be a dead body in a small side room holding another keycard. With that one, you'll be able to enter the last part of the lab, which will have a big enemy waiting for you as well as the document you're looking for.
