Quest item not spawning
have a quest to get the documents that are in the police station but the safe that has the quest item doesnt appear next to the med crate ive seen a couple videos abt the quest but it doesnt appear for me {ive been at it all day today plz help}

It's not next to the med crate, it's to your left just before you unlock the door.
