Bosses use AP ammo with powerful weapons and the AI can out-vision you once they're aware of your presence, so it's a losing fight. Arman specifically is horrible, since he can spot you before you're even aware he's there and you're down within 2 seconds.
does this work like intended?
Progression is overall slower/harsher, but the gameplay feels much better than vanilla Zero Sievert.

First few hours, I had basically an identical experience. After that, I built up a kind of tactical framework for tough bosses.
You have a few options, snipers are ok for bosses, but take forever since you have to play very carefully not to get chased. Best are assault rifles and semiauto rifles, and it's faster, but you have to constantly rotate your position and attack from an unexpected location. Taking down an enemy crew (or shredding a boss's armor) can be accomplished in short bursts, with you sprinting off and circling between bursts. Use cover, and don't stand and fight. Play it like you would if you were actually trying to do it in something like Tarkov or an FPS. Hit the enemy where he isn't looking, and hit him hard, then run and repeat.
Also, use fully repaired weapons. It has a monumental impact on your ability to consistently kill enemies.
