Just follow main quest I think

the second quest is to bring back quality toilet paper but I can't find any

bottom south east part of the village....look for a green box next to one of the houses.

In third quest he sends you to hunt 5 random bandits + 2 certain targets to kill (those locations are marked on the map).

After that you get to go to the makeshift camp.

3 quests from the barman on that new map get you to the 3rd map

A few more barman quests and the last 2 maps get added.

But the map and loot not are random generated?

The maps are randomly generated, but they all have static locations like the camp with the toilet paper, it's always in the same spot inside the camp which is not always in the same area, if that makes any sense.

Yes, you need to take a look to all places for that (houses and enemies included)...hidden stashes usually are your best friends to get certain quest items, they are totally random
