Tiered Bunker Upgrades

This new mechanic for bunker room upgrades - for inventory - I bought Lvl 1 and Lvl 2 incrementally, and each step, got some extra inventory slots. For the other Upgrades - can we go straight to, say tier 3? do we have to tier through 1/2/3? I feel like the right way is just to go straight for 3 rather than waste resources on levels 1 and 2 (unless you really want to have that early game benefit)

nevermind - I answered my own question :) You have to tier your way up. You can't skip tiers unfortunately
