I have every task completed but Zakov Outpost and I can't go to that location. Am i missing something?

I don't need help completing the task. I have that task but the city map is grayed out and I can't travel there. What am I missing to allow me to go there.

Did you do the quest from Barman to fix the power grid at the mall? That quest is what unlocks Zakov City. The top right corner is where you need to go to the cave. The quest is "The bridge to Zakov".

The power grid is outside the mall, northeast of the map.
The hint is to find the cave. You will find that the power grid is not accessible as fences are blocking your way. If all else fails, check it on youtube.

You are all missing the point and I too have the same issue.
The quest "Bridge to Zakov" is never given because one of the prior preqrequisite quests is not available for us.
I was given the quest "Zakov Outpost" but never the "Bridge to Zakov" or the one to fix the mall power. I was given the quest Zakov Outpost immediately after killing the assassins in the mall, which can't be right.
I consider this a timing issue of the quests - the general even says "Now that we access to Zakov", even though this is dependant on bridge to zakov...
