4.0 - No doctor quests?
I've started new game and already did a quest to invite Red Corp to the Industrial area but no matter what i do - there are no quests from the Doctor. Were they removed from the game or i need to level up some more?

It has been long time sine the doc's quests have been removed. And many text logs have not changed and remaining still. Just like Army&Crimson base have moved inside the bunker yet Barman still says that Crimson built a base in Industrial area which confused me in new game.

Afaik there are only 4 (5) questgivers. Barman, the networker, green army, red army (and Igor).
Not sure who has the docs old quests though.

His old quests don't exist anymore. They (and a lot of Barman's old side tasks) were removed in the task & reputation overhaul update.
