If that's not it, I'm afraid I have no idea how to help you. I don't know of any bug that completely prevents your guns from firing.
However, since the game has never allowed the player to shoot and sprint at the same time, and this is a restriction most shooter games in existence share, I'd say it's 99% safe to assume that this functionality is intended.
This seems like it could be what is happening, especially given you can be stood still. Not sure I'd have been able to work that out easily, so thank you! :)
