The only likely explanation is that, while I was firing at other enemies, a stray shot hit a soldier off-screen. I would assume that's what happened in your case. Different groups of soldiers on the same map definitely don't have different aggro statuses.
still quiete unbelievable, but the only explanation i get atm.
atm they are still friendly but i am very scary when i see them.
maybe such rnd shots should not count 1 per map or 1 per person? as long as no kill.
shooting near them or shots next to them flyby count too??
that is 400+ i already did missions for the general.

or they fired on ghouls and you stood in the way xD would not expect that they hold fire until clear shots xD
