Between the three you mentioned, I'd go with Arman's suit, though Seva's my endgame choice.
I'd probably rate them as:
1. Seva Suit
2. Arman Suit
3. Military AFZ-2
4. Hunter Armor

Hunter has terrible fragility, especially for what it is, but that's why the rest of its stats are "so good" in relation to how early you can get it.
Arman's suit is pretty decent with 35, but the tradeoff is you're stuck with only AC 4.
I just carry a small armor repair kit with me in case things go south. Rarely end up using it.
Even something with low fragility's gonna drop in durability pretty quickly if you keep getting shot. The idea is to not get shot as much as possible.
AC 5's gonna give you a better chance of survival if you're careful and mess up/get unlucky once or twice, giving you a chance to fall back.
I got amazingly lucky... I restarted recently, and my first time going to the radio station, I found Arman dead there, and got his suit.
I didn't even have any armor yet. Just got to level 2.
He doesn't always drop it.
My first playthrough, I killed him/found him dead a whole bunch of times before finally getting his armor.
That's why I was so surprised to find it the first time I went to makeshift camp in this playthrough.
Not only did I just happen to find him dead (no way I could have defeated him; I literally didn't even have an armor at all), but also the fact that his suit actually spawned.
