i made this quickly, you can modify whatever you want.
I personally have a 7900xtx that can do 4K60 but I set scaling to 80% as it makes no noticeable difference and my GPU uses less power so why not?

Depends on what type of 4K you want.
Native 4K Ultra settings = RTX 4080
DLSS Quality 4K Ultra settings = RTX 3090
DLSS Balanced 4K Ultra settings = RTX 3070 Ti
DLSS Performance 4K Ultra settings = RTX 3060 Ti
I would not recommend Ultra Performance DLSS (the one below Performance DLSS) as it looks bad. Your RAM should be 16GB and your CPU should be Core i5 10th gen or equivalent if you want AMD CPU.
In the end please don't use Windows 11 for gaming because if you do, all your future complaints about stuttering and performance issues in games automatically becomes invalid.
