I think 4070 can handle tekken 8 in 4K but I'm not entirely sure

Tekken has amazing upscaling options so you can use 4070 super and upscale. Not a real 4K but close enough and better than native 1440p. Also better than ps5.

I personally have a 7900xtx that can do 4K60 but I set scaling to 80% as it makes no noticeable difference and my GPU uses less power so why not?

bro can you share your full pc spec? also why you use upscale render to 80%? U can easily go for 100%

I agree with most of what @Pasta has shared with you above but you dont need a 4080 Ti. Also you don't need 32GB RAM. The NVME is also an optional as a normal SSD can run the game just fine, so you can save some bucks with these 3 I mentioned.

Also...

Depends on what type of 4K you want.

Native 4K Ultra settings = RTX 4080
DLSS Quality 4K Ultra settings = RTX 3090
DLSS Balanced 4K Ultra settings = RTX 3070 Ti
DLSS Performance 4K Ultra settings = RTX 3060 Ti

I would not recommend Ultra Performance DLSS (the one below Performance DLSS) as it looks bad. Your RAM should be 16GB and your CPU should be Core i5 10th gen or equivalent if you want AMD CPU.

In the end please don't use Windows 11 for gaming because if you do, all your future complaints about stuttering and performance issues in games automatically becomes invalid.

Good Luck :)

12th Gen Intel(R) Core(TM) i7-12700K 3.60 GHz
Nvidia Geforce RTX 3090 oc 24 gb ram
32gb Kingston DDR4

That let me play in 4096 x 2160 max details.

3090 OC for the 24 gb so you can go full yolo with texture options.

32gb ram is definitely necessary, 16gb will be outdated very soon. Especially with a build like that 16gb would be a big bottleneck.

If I were you, I would avoid Asus products.

ASUS is known for having issues with their declining quality and is even more notorious for its poor warranty services, they will find any excuse to void your warranty. For more details, you can check YouTuber Gamers Nexus.

Consider MSI or Gigabyte, though they have experienced some declines in quality recently. However, their warranty services are generally satisfactory.

80% gives me a peace of mind that my PC will never choke. It also keeps my GPU at about 60% utilisation - it means cool and bored. Also lower power draw. I see no visual difference between 100% and 80%.
But you are right and it can do 100%.
