Not exactly sure what you mean with the power plan. It still uses RAM while in blackscreen, but theres also no audio so it's not just black screen while the game is running.
NVIDIA 3D settings are also reset but nothing still
All up to date as well. I double checked again just now

just put this on pc search bar >> Edit Plan Settings
you can also disable the display adapter of the cpu on the device manager first then try to launch it, its a long shot but it conflicts sometimes

To Repair:
Open "CMD"-Application as Administrator
Type "sfx /scannow"
Wait until its done
Its tells, when is broken and repaired or everything is fine.
If the step doesnt try to check windows feature and make sure, you try to install .net 3.5
