Yeah, I've noticed that overclocking hasn't been so popular today like it was back in the day. I've overclocked since I did the pencil mod on my AMD chip. AMD sold the cheaper chips with disabled bridges, but they were just physically cut. So you could add super glue to the holes and just make a lead bridge with pencil! LOL full fledged AMD power unlocked with much cheaper price :) Oh the good ole days o/
I did however avoid more recent updates due to the complaints of optimization issues in their later bios updates. So I'm stable and content as long as things work optimally. I did have to disable hyper threading and legacy as well as C-states as I didn't want voltage issues even with a EVGA 1300W gold.
A lot of looking into advanced research and looking at similar issues, and I had to ask no questions to get things working smoothly. But this is my second PC build. my last build I made the mistake of doing quad channel and had microstutters.
So with experience research and trial I'm doing quite well for a seasoned novice
and your pc is under spec which many have said..
Whats your specs and are you using quad channel ram. (microstutters)

9-10 its gonna be a Ancient PSU barely able to push wattage, or someone over clocking a 5 year old CPU, or some other reason that is not being specifically specified.

32 Gigs ram isn't saying clock speed or which DDR gen it is

is the mobo compatible
is there enough wattage for the hardware.. etc etc
if you are running the game at 1080p mid you should be fine .
if not its not your card and its not your cpu .
then its prob the ram speeds.
it could be the PSU being too low
your opponent wont be dropping the frames to 50 fps..
thats a on your end issue
