Sounds like you're unnecessarily complicating things and psyching yourself out.
I don't learn any combos for my first few days learning a character. I only start when I feel like I understand the core tools enough and they're fully in muscle memory.
Don't worry about memorizing all the moves. Focus on 5-10 for a couple sessions, then expand.
You can get started on any character with 10-30 mins of deliberate, intelligent practice a few times a week. Time-wise, it's not that much different from most other games.

Just know that Raven has to work much harder than most of the cast in order to win, despite the common rhetoric.
He uses 50/50s within 50/50s to get his damage, a high risk character. To offset that high risk somewhat, he has his escape parry, backsway and his limb parry.
Learn how to do his shadow step cancel into instant While Standing attacks. You also need to learn how to condition people into reacting how you want, and then use that to win.
