This is what is happining for you guys it says server communication error, so I can't even enter the online that is why I higly doubt that it has to do with player count I can't even acess with through the menu. If I use a vpn it works but it is a free vpn so of course I not going to play with 200 ping but without vpn I can't even acess the online this is the problem.
sounds like your key isnt going through if you need a vpn for menu access
A firewall is blocking communication with server .
thats sounds like a ISP issue you may want to call your Internet service Provider support, and ask about any excessive security features that can interfere with ports, and how to address this issue due to business / Hobby issues..
If they ask what business say its private that will move things along.
By Key I mean the game cant say you own this on activation.
I'm not saying the key isnt legit im saying what ever service is being used to check it on load of namco games is saying denied. SCVI also has this where if you start it offline it will black screen till it can communicate.
It may be as simple as a over secure NAT
Try resetting the router for 60 sec, or calling support who will also ask you to reset the router for 60 sec.. And ya, if they ask you to do so, just do so so they can connect and see on their end if any issues with the router or settings.

Well I was wondering if the Namco IP was being rejected that's why I suggested talking to your ISP on the matter.

Jesus Christ some of you should really get blocked from online play until you met the minimum requierements for decent online play performance, seriously.
Cloudfare's WARP 1.1.1.1(assuming you're on windows) helped me a lot those days at the cost of 1 rollback frame(everyone rematched, noone complained), but you should disable it everyday so you can know when it's fixed...
