Seriously this is a you problem, not the game problem. Df121 is absolutely not hard of an input but if that helps, you can df 1 then you 1+2 1+2.
you want rage arts removed because you cant do df1?
you know the command that every character in the game uses regularly
rage art, 1+2, 1+2....
there are no moves that uses d+f+1+2...
There isn't.
I actually had a time with Devil Jin where I mistimed a wavedash somehow and instead of getting the homing attack 1+2 I wanted, I got neutral df1+2. Needless to say, it costed me the match. I think something similar happened when I was training with Paul for a bit too, but I don't remember much about it (plus, it was training).
There might not be direct moves that do it, but there are indirect ways that can cause it to happen. Probably not a huge dealbreaker since the chances of it happening is unlikely, but the possibility is there.
Keyboard in general have certain combinations of buttons that cannot be pressed at the same time. Especially cheaper ones.
