One of the issues isn't a step, it's a roll. Azucena has a move the, quite literally if you roll on the ground to the side while she is MID AIR during a flip, she TURNS mid air to hit you.
I have side stepped away before kicks hit, before throws made it to me, and all of them; either their character turns while attacking to hit me, or magnets me in with the grab.
Hoaming attacks don't care when or how much you step, they're designed to track you
