You overrate demo-man and d/f2 too much. Demo-man can only be activated from range-0 and will get you killed if read or blocked. Most characters from this range have so many dangerous mids and lows compared to Paul's d/f2 and Paul does not have an i13 mid poke so he isn't just going to get free demo-man if the opponent understands even 25% of the match-up.
Feng has a plethora of lows that will kill you and he builds massive momentum with his new b4 mid, d/f1, and several evasive stances. He hits just as hard as Paul and excels in evasion better and has a variety of move selection.
To compare all that to Paul's d/f2 is no contest, because Paul's d/f2 has extremely stubby range and has a very high hit-box so it will be dodged by AoP or any form of evasion such as Leo's d3+4, Jun's Izumo 2, etc. It does not even launch crouching opponents, so it's only a keep-out move majority of the time.
It can crush a jab sometimes, but most players will not be spamming jabs against Paul anyway, because Tekken 8 has heat engager moves or mid/low pokes that have simply higher reward. If you walk into Paul's d/f2 or qcb4, that's your own fault for not understanding why it's used. Even intermediate players will just bait d/f2 and whiff punish launch it.
Feng can create pressure almost immediately due to the nature of his attacks. Paul has to create momentum through timing, but once he gets it, he gets rewarded with rush-down like no other. The reason for this is that most of his punishes will gain him a hard knockdown. He's very similar to Kazuya in a way in T8 as opposed to his T7 counterpart where characters didn't have heat mechanics.
That said, Paul is also not easy. Especially when compared to characters like Asuka, Lili, Jun or Dragunov
