Question about startup frames
How come some attacks have constant 10 frame startup but others have say 14-15 startup frames? what makes an attack's frames inconsistent?

What's the inconsistency? Do you want all attacks to be 10 frames?
It's not a start up frames it's impact frames.

Start up is frames before the impact. Impact more than 1 frame means that move is active during several frames. I.e. it hits on frame 14 but if opponent for example was ducking under hitbox at frame 14 and raised to punish the attack that is still active at frame 15 it will still hit him.

no, i'm saying that some attacks have 10-11 frames instead of just flat 10-10. just wondering why that is. Just took 14-15 frames as an example as that was what i was seeing in practice frame data.

ah, i see. thank you kind stranger for the explanation.
it's due to distance and prolonged active frames. Some attacks like jab hit immediately at any distance where jab can reach, so at frame 10 it will either hit or miss. Attacks that show 16-17 frames will hit earlier if the opponent is close, and take longer to reach if the opponent is at the tip range.
