Is matchmaking region based? or is it just ♥♥♥♥?

When i First downloaded this game my default region was given middleeast but in reality its asia. i did not think much of it bit after playing this game for 200 hours i have concluded that i rarely get a matches from my country

tries to look first in your region, and it expands the matchmaking queue when u dont find players that meets ur criteria around u.

As far as I can tell the matchmaking priority goes:
1) Similar prowess
2) Same-ish region (e.g., America1 or 2 , EU1 or 2, etc.)
3) Connection quality

I say this because the game will seemingly throw the first hit it gets based on criteria 1 regardless of 2 or 3. For example, I am EN and America 1 (slightly more specifically upper east coast US) and I've gotten matched with FR + America 2 (Haiti) while my settings where 5-bars and +/- 2 ranks. I'm not sure Haiti even has 5-bar connections within the country much less trying to connect to mainland North America.

my computer time zone and region is already correct idk why i am middle eastern in this game

I believe you can get Steam to recognize the system language in the launch options to help with forcing a specific region for some games. Now, I'm not sure if Tekken 8 falls under the umbrella of some games or if Bandai-Namco has some other (likely worse) way of determining region baked into the matchmaking.

I was put in America 1 when I installed Tekken on Linux and I had to change to Europe 1 because I was getting no matches. I am in EU 1 of course

Sorry that is for Linux not Windows. It should be OK in Windows if your OS region is fine
