I think venezuela is not a playstation network country, I have some friends from there and they got banned when the helldivers 2 drama, so probably they cant play from there. I might be wrong.

but I have meet players from venezuela who plays tekken, I think they buy the game thru a key store or something, im not sure.

I can't find one that I can activate from my region, maybe the T7 but I still can't find the T8

You might be able to get around it by using a VPN to trick Steam into giving you a different region, but you'd need a visa card or equivalent to be able to pay for the game. idk if you'd then have to use the VPN to actually play the game, but doing that would probably make online pretty miserable for you and your opponent.
