Also, keep in mind that Tekken doesn't use the same naming convension for every character, even for characters from the same country. They put the character's in-game name in a way they think sounds cool, rather than following any patterns.
Take for example, Lee, Xiaoyu and Feng.
Lee's family name is....Lee, he's Chaolan of the Lee clan, same applies to Xiaoyu, she's Xiaoyu of the Ling clan, and Tekken placed their surname before their name, which is fine as that's how Chinese naming conventions work...until you look at Feng, he's Feng of the Wei clan, buuut, as you know, his in-game name is set as Feng Wei. If they would've followed the same naming convention as with Lee and Xiaoyu, it would've been Wei Feng, but that doesn't roll off the tong as nicely as Feng Wei.
So considering all that, my guess for why they keep Hwoarang as only Hwoarang is because they didn't find any other name they could give him alongside that one that would've sounded "cool", so...it's remained as only Hwoarang.
