If you have 1000 players who are playing in invisible mode, hide their playing activity, they will still be tracked by steam, but they will not be tracked by services like some "game tracker", so their numbers should be below those 1000 players.
And in some cases the game "runs" in the background, not closing properly, artificially increasing the player count. Example: Rainbow Six Siege regularly has that issue
