Now you are at his face without df1 only thing you can do is jab/step/backdash/pewgf/guess and here we are talking about reset neutral situation with frames 0 and already he is advantegous cause kaz should not be in close range. After throws however you are not even reseting neutral at frames 0
And again you are not 0 after breaking throws :)
It doesn't say exact frame advantage for throw breaks, but you are not 0 after breaking. You should check it out yourself in practice mode if you are interested.
