But my guess, you can easy run 4k max settings 60fps without dlss. And even with dlss quality, you should be fine

That's the PC version. If you want it to look crisp and detailed, tweak the engine.ini in AppData folder. There are some guides out there.

Something is wrong with your vision if you can't tell the difference. First image is without tweaks.
Both on max without dlss or other scaling things?
Both on max. TSR is the best upscaler regarding visuals. You can't disable them, in fact, TSR enhances the visuals.
Try some commands like:
r.Tonemapper.Sharpen
r.ScreenPercentage
I don't want to do Namco's job by providing my tweaks, please understand, I just gave some hints.
