I played Asuka AND Eddy and while buffs generally are nice - THESE buffs are just "drop the game" sign for everyone.
With Tekken 8’s game design as well things just aren’t in her favor as a defensive character, also more 50/50s? Shocker, everyone is a brain dead walking 50/50 now, no one’s ready for that conversation though.
TBH pretty much everything needs to be nerfed on this cancerous character anyways (his 50-50s, his unsteppable mids, his damage etc.).
For Asuka, she will still remain bottom 10 even with these changes. Her lows are gash ( risky or crap) , her poking is 10 times worse than Eddy, her frames on block are not good ( she can be very oppressive when played by top players but she is risky af to play) and most of her moves are quite slow.
She really needed buffs. Maybe you have a point that buffing the throw was not the brightest idea instead of giving her a new low move and better frames but well, I don't think it is a big deal.
I mean compare Asuka to Law getting away with murder again with no nerf whatsoever on his broken stuffs ( unseeable slide into nunchaks for great dmg, nunchaks almost unpunishable, heat perks, frames on block, jailing moves, wall dmg combo that can make up to 117dmg etc..) , or the Bears being massively buffed with twice more damage on their main tools, or Zafina that has probably been propelled to S tier with the recent changes.
I think Asuka is not the highlight of these patch notes tbh.

Yes it is true without arcade release, T8 is actually surprisingly better balanced than previous Tekken at release.
The issue is the new super aggressive nature of it, with little counterplay and defense having been weakened so much.
This all out of attack nature of the game basically exaggerates the impression/feelings of the players that the game is broken because you get wrecked without having been able to do anything about it, or you were mixed up with 50-50s, powercrushed into heat and get obliterated in 10 seconds at the wall because you guessed wrong one or twice.
so yeah... but objectively, the game is not that bad balance wise, and I think the latest patch notes are really a good sign that the devs have understood the issues well (when they listed 3 categories of characters and how they should balance them at the top of the patch notes ).
Overall it is a really good patch I think even though some stuffs can be criticized ( removing high level tech , LH into PKB for Steve, or buffing Zafina that much etc... )
The thing is the slide is not reactable. As P2, If you don't perfect step ( which involves guessing for unseeable moves) you can eat Ws2 instead ( launched for massive damage, or any other Ws moves with >30 dmg, like 3,2 which is +1 on block so you can follow up, or ws3,4 or ws4,3 that can lead to combo if 2nd hits ) and the slide tracking is not bad from very close range, depends on the timing.
