Gods : Dragunov, Feng, Azucena, King.
S+ ( within top 15) : Xiaoyu, Jin, Jun, Eddy, Alisa, Yoshimitsu, Reina, Nina, Devil Jin, Shaheen, Lili.
S Tiers : Victor, Law, Jack, Lars, Hwoarang, Kazuya, Leo, Claudio, Bryan, Paul.
A Tiers : Zafina, Lee, Steve, Asuka, Kuma.
Bottom 3 but still good in the right hands : Raven, Leroy, Panda.
Low Tiers : None.
a zafina player won a tournament in America, it's laughable to suggest she is a bad character just because she's not OP like she was in T7
Indeed, Zafina is actually very good (just not as good as in T7 for tourneys) . If you refer to Shadow20z, yes he is a specialist and a remarkable player. Same is true for Asuka ( she won one TNS ) for instance ( check KingReyJr).
In the case of Zafina it is also because most players are less familiar with the matchup and her shenanigans (and because she is hard to hit often hugging the ground)
But yeah, basically any character can realistically win a (regional) tournament, to refer to my list ( which is not sorted, it is in no particular order) , from Gods to A tiers.
Gods are heavily favoured though..
The only characters that are extremely unlikely to win anything in T8 (unless buffed) IMHO is the bottom 3 ( Raven, Leroy, Panda)

Can steve downplayers shut up already? Steve literally won a Pakistani tournament TODAY in grand finals against Arslan Ash's Azucena. Cladio is decent as well, Asuka not awful either, played her myself a bunch
Bryan is hard. yoshimitsu is hard, you need a brain to play it.

That is true. And it is worth to point out that Numan CH ( Steve specialist) also lost narrowly to Farzeen in the grand final earlier this month in a super high level tournament in Pakistan.
The thing to take into account though, is that Numan CH is actually the only player in the world to make Steve work in high profile tournaments against top opposition so far. He is an absolute monster of defense and technique. All others have failed or given up using Steve as secondary ( or counterpick char) for tourneys ( including Lowhigh, Knee, JDCR etc..)
The reasons why most pro players do not put Steve with the S/S+ tier category is the following :
- He cannot launch punish many of the moves that all other characters can launch. The result is that when you play Steve, opponents will try things on Steve ( unsafe moves) they cannot do on other chars ( ie risky lows, high damage unsafe flowcharts with maximum reward when they land) by fear of getting launched.
- He has bad matchups against characters with good parries ( ie: Law in heat will automatically parry almost everything Steve does, Dragunov etc.. ) or punch parries.
- His combos are just decent, but he is not in line with S tiers and above when it comes to combo damage at the wall ( weak wall damage, compare this to Drag, Bryan, Kazuya etc..)
- His launcher moves are either slow or risky ( launch punishable) so he relies on CHs.
- You need to defend more than usual and give up your turn more often than top tier characters with better frames on block ( he is basically playing Tekken 7.5 like Bryan).
- Does not have a power crush that is also a heat engager like some top tiers ( very important in tourneys).
But he has huge strengths for sure to compensate and when a genius like Numan CH plays him (or Heera Malik) , it automatically elevates the character to S+ tier.
However when you make a tier list, you take into account how most top players who play it perform and how successful that char is in tournaments overall . Because if you only consider one guy, then Asuka played by KingReyJr is S+ tier, Claudio played by Jeondding is S+ tier, Jack played by JoeCrush is S+ Tier, Shaheen played by LowHigh is God tier, Zafina played by Shadow20z is S+ tier, Alisa played by Kirakira is God tier etc..
