It only force to change when i lose, not when i win. Thats why i want to turn it off, playing in lower graphic make me unmotivated to win

It only changes for people who think that dropping few frames here and there wasn’t a problem.
I had ZERO potato PC online players so far. It’s one of the better changes in my opinion.

You're ruining the game for other people so it downgrades your graphics to make it playable
I have an average processor, but a powerful video card. During Rage Art or Heat Smash scenes, my processor may be loaded at 100%, and the game's FPS may drop at this moment. The game resets all settings to low. But this does not solve the problem; the CPU, even at low settings, can be loaded at 100%.

It doesn’t seem like a game setting issues but there is a problem on your side.
I’ve opened a random beginning of a match and at 3:55:00 you have a few second long solid red stutter. It’s only on your side as the other guy had solid green at the same moment.
