It's an intended mechanics. Some characters specialise at keeping lying enemy down. The whole concept is called Okizeme or Oki.

often times though when you are knocked down into a position where your head is facing the enemy then they can punish with a move that wouldnt normally land and it makes it guaranteed.
You just need to recognize that lots of players are created to play around Oki (like kazuya or jin) and you NEED to learn it and lab it.
Like you literally need to go lab all the option every single character has on you while you on the ground and only then you can start to play properly. And people playing those Oki based chars can enjoy bieng carried untill the ranks where people actually lab it.
getting up in Tekken is way too difficult
but: some mids hit grounded chars even if the grounded char doesnt do anything, this is BS
they made oki way less punishing already, its part of the game to learn how to get up savely
