First of all your moves most likely either outspeed or at least outranfe him.
Second of all most likely launching counterhit is property of some of your moves. So Dragunov can't trade with you and always lose in mashing unless you freeze like a deer in the headlights.
If he is onto you you only need to guess when he wants to actually damage you and do a hopkick for full combo.
Unlike any other characters Dragunov pressure is easiest to get out from.
He will either give up his turn or needs like two-three times more mistakes from you to get same effect that other characters will get from their hellsweeps.
He only get high damage if you start ducking randomly near wall. He only get to play AFTER you already made mistake. And he almost doesn't have fast counterhits like most characters.
And I didn't even went into his poor tracking because you don't even need that.
He has one of the best if not the best pressure in the game, amazing frames on block when pressuring, amazing throw game, amazing poking and dmg, amazing combo damage, amazing wall carry and wall damage etc.. no real weakness and rather easy execution compared to other characters like Kazuya or Bryan to name a few.
As for stepping his attacks, yes some of his attacks are steppable, like any character in the game (like Xiaoyu who was on the receiving end of complaints despite being weaker than Dragunov ) , though stepping is mostly guess work, so any Dragunov delaying a little when he notices that you are constantly trying to step will definitely catch you.
He is just a very strong character to play against, there is no miracle formula like " hey, you just need to step him" , a very skilled person using Dragunov will always give you a very hard time in my experience. He is a honest character, just very strong..

the character I enjoy the most fighting are dragunovs, another reinas and leo's.
