why can i not get the floor to break no matter what I do

You're either playing on a segment that doesn't have floor break, not using moves that floor break, or not actually playing on Ortiz farm

i figured it out i think lol. i didnt know i had to wallbreak first

You can set the starting position to "Default 2", and skip the balcony break
